Higgledy-piggledy can either be an adverb meaning in a confused, jumbled, or disorderly matter; helter skelter or as an adjective describing something as confused or jumbled.

After the tackle from the 350 pound defensemen, the QB felt not only out of breath, but quite higgledy-piggledy as his head hit the turf hard.
