Scofflaw is a noun meaning either 1) a person who flouts the law, especially one who fails to pay fines owed, or 2) a person who flouts rules, conventions, or accepted practices.

President Obama is constantly criticized for being a scofflaw for his use of Executive Orders rather than going through the Legislative branch of government.
